A catalogue, a factory photograph and a certificate logo answer different questions. None alone tells an overseas buyer whether a manufacturer can supply the exact вакуумный выключатель required by a project. The purchasing risk grows when the company issuing the quotation, the production site and the name on a test report are not clearly connected. Choosing a China-based manufacturer should therefore follow the same technical discipline as any other source. This article explains how to verify the manufacturing and evidence chain, compare the offered design with the tested design, and make the export supply scope clear before placing an order.
What should the buyer confirm first?
Choose a manufacturer by its documented ability to supply and support the specified breaker, rather than country of origin or a general claim of certification. Identify the contracting company, production site, offered model, design evidence and routine-test arrangements. Confirm responsibility for bought-in components, configuration changes, inspection and export documentation. IEC 62271-100:2021+AMD1:2024 provides a circuit-breaker standard scope; it is not a supplier certificate. A company quality-system certificate also does not prove a particular interrupting rating. The strongest comparison links each claim to the actual offered configuration and to a party responsible for resolving deviations.
Who will manufacture and take responsibility for the breaker?
Record the legal entity on the quotation and contract, the manufacturing site, and the party providing technical support. A distributor or trading company can be a legitimate contracting route, but its role should be explicit. Ask which work is performed in-house and which assemblies or components are purchased.

The purpose is traceability, not an assumption that all components must be made in one factory. The industrial supplier evaluation guide considers how those responsibilities continue through installation and service.
Does the test evidence cover the design being quoted?
Compare the report’s test-object description, ratings and configuration with the quotation and drawing. Where they differ, request the manufacturer’s technical basis for applying the report to the offered unit. A family name or familiar laboratory logo does not explain those differences.
Check issuer, report or certificate number, scope and any stated validity conditions through the issuing body where verification is available. Eaton’s model-specific certificate directory illustrates the distinction between defined products and a whole product range. It does not validate a different manufacturer’s certificate.
What should a factory assessment examine?
| Assessment area | Useful evidence | What it cannot establish alone |
|---|---|---|
| Production control | Released drawings, assembly instructions and change records | A site tour does not prove a fault-interrupting rating |
| Testing | Applicable procedures, equipment and traceable unit reports | Routine checks do not replace design evidence |
| Nonconformity handling | Identification, segregation, disposition and approval records | A clean production area does not demonstrate this process |
| Supply traceability | Critical-component identity and controlled substitutions | An in-house assembly claim does not prove every component’s origin |
| Support | Named technical contact, spare route and escalation terms | An overseas sales office is not itself a service capability |
Agree the audit scope, access and reporting in advance. Confidential records may require controlled review rather than unrestricted copying. Treat an audit finding as evidence within its sampled scope, not a guarantee that every future unit will perform correctly.
Which changes need approval before production or shipment?
List the controlled design, mechanism, interrupter, controls and interface revisions in the technical agreement. Ask how proposed substitutions will be assessed and communicated. A change need not automatically invalidate every earlier result, but the design owner must explain its effect on the evidence and the project requirements.

Keep the VCB test records linked to serial numbers. A document pack that cannot identify the delivered units is difficult to use during acceptance or a later service investigation.
What makes the export quotation complete?
The quotation should identify included equipment, accessories, drawings, test documents, inspection points, packing, transport terms and the delivery basis. State document language, destination requirements and who will resolve customs or local approval questions. Do not describe an IEC report as universal permission to install equipment in every market.
For replacements, include receiving-panel details and interface drawings. For new installations, define environmental and electrical service conditions. The medium-voltage VCB selection guide provides the technical starting point before commercial comparison.

Does ISO 9001 prove the breaker’s interrupting capacity?
No. A quality-management certificate and product design-performance evidence serve different purposes. Check the scope of each.
Is a type-test report from a related model enough?
Not without a documented basis explaining its applicability to the offered design and ratings, accepted under the project requirements.
Should an overseas buyer request a factory inspection?
Use an inspection when it addresses a defined risk or contractual requirement. Specify what will be sampled, who will attend and how findings will be closed.
Does a newer standard automatically invalidate an older report?
No universal rule follows from its date alone. Review the governing specification, standard changes and design applicability with the responsible technical party.
Резюме
A defensible manufacturer selection follows a traceable chain from company responsibility to the offered design, its evidence and the delivered units. Establish the required duty first, verify the manufacturing and test responsibilities, and then close substitutions, documentation and export scope in the contract. Avoid using a factory tour or certificate logo as a substitute for configuration-specific review. This framework is editorial procurement guidance based on public sources checked on 15 October 2026; no factory audit or supplier ranking is claimed. FUERTE’s China vacuum circuit breaker offering should be evaluated against the same model, evidence and support requirements as every competing bid.
